Development Authority winnows candidates to 2

MOULTRIE, Ga. — The Moultrie-Colquitt County Development Authority has completed employment interviews for the selection and recruitment of the president position vacated by Darrell Moore in August 2018.
After a review of all resumes submitted, the executive board of the authority chose to interview five candidates, which included some applicants from within the region and others from out-of-state, according to a press release from the authority.
Following a thorough in-person interview process, the board has narrowed the competition to two candidates: Barbara D. Grogan and Gregory R. Icard.
Grogan is the executive director of the Sumter County Development Authority and has held that position since early 2013. Her professional career has entailed work in various levels of public sector entities ranging from city and county governments to state agencies, k-16 education institutions, as well as members of the U.S. Congress. Grogan was born and raised in Norman Park and still has family in Colquitt County, the Development Authority said.
Icard was hired as the vice president of the Moultrie-Colquitt County Development Authority in July 2018 and was named interim president a month later when Moore left. Prior to this position, Icard has previously served as a director of economic development for many years. His work experience has included management in private industry and he has worked with a member of the U.S. Congress. Icard moved back to Georgia to accept his current position and to be closer to family, the authority said.
The authority said it plans to make an official job offer in the near future. All documents, including resumes and employment histories, are available per request of a member of the executive board.
Moore had been president of the Development Authority for many years. He was the lead executive for both the Development Authority and the Moultrie-Colquitt County Chamber of Commerce from 1997 until the spring of 2016, when those jobs were separated. He was exclusively president of the Development Authority from then until he left in August 2018 to be the first director of Valdosta State University’s Center for South Georgia Regional Impact.
