Moultrie council decides land-use questions

MOULTRIE, Ga. — The Moultrie City Council addressed several zoning questions Tuesday night, approving one rezoning request and a special use permit and planning for public hearings on other requests at next month’s meeting.

Herman Larry Wimberly asked for and received a zoning change for 0.96 acres at 28 Norman St. The property, located adjacent to Walgreen’s, currently includes a house that is occupied by a Wimberly family member. It was zoned R-1B (single family residential district) and property to the north of it is also residential.

Wimberly sought to change the zoning to C-3 (commercial district), which is consistent with the properties on every other side of it. The council agreed to the change.

Because of the new zoning, Wimberly will have to install a 20-foot buffer of vegetation between his property and the residential property to the north.

When asked what he was planning to do with the property, Wimberly replied, “It’s not on the market, but if it were to come on the market, we wanted to be able to offer it to somebody for commercial use.”

The city also approved a request from Dr. Ben Marion for a special use permit. Marion, the retired director of Turning Point Hospital, said he is counseling clients using borrowed office space. He wanted to use property at 719 First St. S.E. as a professional office for family and social counseling. The property is currently zoned R-2 (duplex residential district), but a professional office is permissible under that zoning if the council issues a special use permit.

Daniel Parrish, city planning director, said a commercial property is across the street and the property itself was formerly a financial institution, so a professional office would not be far different from current and traditional use in the area.

The council approved the permit.

The council also set public hearings for 6 p.m. Aug. 1 on three other land matters:

• Scotty Pierce seeks to change the zoning of 0.33 acres at 102 WMTM Road from R-3 (multi-family residential district) to C-3 (commercial district).

• Jeter Partners LLC seeks to change the zoning of 128.79 acres in Land Lot 337 and 338 of the Eighth Land District from R-1B (single family residential district) to C-1 (neighborhood business district).

• Jerod Baker Sr. seeks to de-annex from the city 5.86 acres in Land Lot 224 of the Eighth Land District. This is the third de-annexation request the city has received in less than three years; of the other two, one was approved and the other denied.

Typically, the council will vote on a proposal immediately following its public hearing.

In other action Tuesday the council:

• Announced that National Night Out would be celebrated Aug. 1.

• Approved a license to sell beer and wine for on-premises consumption at China Buffet, 517 First Ave. S.E. This was in connection with a transfer of ownership to Yi Xing Pan.

• Approved a license to sell liquor for on-premises consumption to Tobbe Russell Wilkes, owner of Sho’ Boat’s Seafood and Buffet., 485 Veterans Parkway South, pending a certificate of occupancy. Wilkes already sells beer and wine at the restaurant and said he has had several requests that he offer a full bar.

• Approved receipt of a state Department of Transportation grant for Phase II of rehabilitation of Runway 4-22. The City of Moultrie must provide an estimated $97,385 in matching funds (25 percent of the total project).

• Heard from Jeron Bridges, who expressed appreciation to the Public Works Department for recent clean-up work in his neighborhood of Northwest Moultrie.
