Carter retires as Navy captain

MOULTRIE — Captain Willie D. Carter, a native of Moultrie, has retired from the United States Navy after 37 years of honorable service.

Carter graduated from Colquitt County High School in 1987 and immediately attended basic training in Orlando, Florida, and later completed his bachelor’s and master’s degree. 

In 1999, Carter was selected and commissioned into the Medical Service Corps under the Navy’s In-service Procurement Program.

While on active duty, Carter served in many leadership roles within Navy Medicine on afloat, ashore, overseas and United States Marine Corp duty stations. He spent his last five years at the Pentagon in high profile positions. 

Carter is the son of Willie Henderson of Monroe, Ga., and the late Helen Carter Pace of Moultrie. 

Carter is the recipient of the Legion of Merit (two awards), Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (five awards), Navy and Marine Corps Achievement Medal (two awards), and various other service and unit awards. 

Carter is married to Shuntay Hobbs-Carter. They have two children, Cieara and Camden; and two grandchildren, Carter Grace and Cash.
