MOULTRIE, Ga. — It was out with the old and in with the new as the city adjourned its 2019 staff and reformed into its 2020 incarnation — most notably welcoming Cole Posey into his District 2 Post 3 seat. 

Posey won the seat in the Nov. 5 election. Mayor Bill McIntosh swore him in Tuesday, officially allowing him to take seat.

“I appreciate the confidence that they (the city) have in my ability to get this job done,” Posey said in his speech. “I look forward to serving Moultrie in this capacity. I’ve done my best to be involved in tis community every way that I can.”

The reformation may have seen a new brass name plate adorn the high seat of the council, but it lost one in doing so: Angela Castellow. 

McIntosh gave his regards as she exited the seat.

“Angela has served this council very ably,” he said. “She’s been dedicated, very conscientious, prepared. She’s done an excellent job for this community and Angela, we appreciate that — the city appreciates that. I know this community appreciates your service.”

Castellow has served the city council since 2003 and said she’d hoped to do one more term before stepping down. She will continue to serve the city and Colquitt County at large through organizations like the Moultrie-Colquitt County Parks and Recreation Authority.

City council approved Marquesa Thomas’s application for a license to sell beer, wine and liquor at her restaurant Eleven 17 Restaurant, LLC. But the council had worries if the parties or functions she’ll potentially have there will leak drunk partygoers out the streets.

Referencing open container laws, City Lawyer Mickey Waller told her to be careful. Should people from her establishment leave the building with open containers — even in the parking lot — her license could be revoked.

“We’ve had issues in the past where businesses like this would warrant congregate(ion) outside the parking lot,” Waller said as he proceeded to ask Thomas to read the alcohol-related ordinances. “I don’t want you to do anything that might put your license in jeopardy with respect to that. You can’t control a lot of what other people do, but it certainly helps if you understand that so that maybe you can encourage people to stay inside or, when they go out, to go on ahead and go.”

The council also awarded the winners of the 2019 Christmas Parade (see list at left). 

Archway representative Sarah Adams took the time to invite the council and its audience to the Census Community Kick-off at 10 a.m. Jan. 24 on the city square.

The next council meeting will be on Jan. 21 at 6 p.m.
