Whitfield commissioners approve agreement for new sewer at business park

COHUTTA, Ga. — The Carbondale Business Park could have new, expanded sewer by the end of the year.
At a meeting at Whitfield County Fire Station 11 in Cohutta on Monday, the Board of Commissioners voted 4-0 to approve an intergovernmental agreement with Dalton Utilities for the sewer expansion and to modify the terms of an agreement with the Georgia Environmental Finance Authority for a $1.6 million loan to fund the sewer expansion, to change the completion date for the project to Dec. 31, 2019, from April 1, 2019. Chairman Lynn Laughter typically votes only in the event of a tie.

County officials say they have lost business at the park because of limited sewer capacity.
The county received the loan in December of 2017, and County Administrator Mark Gibson said at the time the county had no definite timetable for the project, which also needed approval from state and federal environmental regulators, but had to put a date into the contract.
The new system will have a capacity of two million gallons a day, compared to the existing capacity of 100,000 gallons a day.
Commissioners also voted 4-0 to:
• Approve a one-year, $83,700 contract with KRNW to provide foreign-language translation for Whitfield County Superior Court.
• Approve a $32,189.24 purchase of nine self-contained breathing apparatuses (SCBAs) from Municipal Emergency Services of Charlotte, North Carolina, for the county jail.

“These devices are placed in various locations in the facility to be used in case of a large-scale fire, and potentially during an evacuation,” said sheriff’s office Capt. Wesley Lynch. “Our personnel are trained on these devices, and other fire equipment, during the basic training process.”
The SCBAs now used by the jail are aging and can no longer be maintained for the jail by the Whitfield County Fire Department because the fire department now uses a different type of SCBA. The new devices are the same as those used by the fire department.
• Approve a $23,900 agreement with Pond & Co. of Peachtree Corners to update the county’s 2040 transportation plan through 2045.
• Approve a $16,076.41, one-year contract with Trane of Chattanooga to inspect and maintain the heating and air conditioning system at the county jail.
• Reappoint Kevin Harris, David Renz and Frank Robertson to three-year terms on the Dalton-Whitfield Joint Development Authority (JDA) board, and reappoint David Jolly to a one-year term on the JDA board.
• Reappoint Kathryn Sellers to a two-year term on the Dalton Convention & Visitors Bureau board.
