Simple solution — Annex his property into city and have access to all public utilities. Applications to deannex will be on the way if council doesn’t govern by existing rules.”

City Council needs to consider that we have citizens struggling to pay their utilities and taxes but he expects council to make an exception to the rules. If council approves, where is the de-annexing application line?”
