City leaders fear unfunded mandates

MOULTRIE, Ga. — Two City of Moultrie leaders said the city is already doing some of the things recommended by a task force on police officer pay, but they don’t want to see those recommendations turn into unfunded mandates for cities and counties.

The report, which was released Wednesday by a task force led by Lt. Gov. Casey Cagle, didn’t come as a surprise to City Manager Pete Dillard and City Councilwoman Lisa Clarke Hill. Hill, who serves on the board of directors of the Georgia Municipal Association, has raised concerns about the task force’s plans during city council work sessions for at least two months.

The concerns boil down to unfunded mandates — situations where the state requires a municipality or county to do something but doesn’t provide money for it.

“We are already doing much of what is listed here regarding salary surveys and salary plans,” Dillard said. “I would not want this to be a requirement from the state and I would not want another report required by the state. Funding and grants would be nice, but they can always be taken away even if the requirements remain.”

Both Hill and Dillard said the city council members had shared their concerns with local legislators.

“Our legislators are aware of this proposal and they want to do everything they can to help us,” Dillard said, “but they are well aware of budget realities.”
