Passenger charged when meth found in car

MOULTRIE, Ga. — A Colquitt County man arrested four months ago on drug charges at a Moultrie residence believed to be a hangout for drug use and dealing was jailed again this week on new drug charges.
Joey Alexander Ybarra was one of three men in a 2017 Mitsubishi Mirage stopped by a deputy sheriff at about 12:11 a.m. Tuesday in the 200 block of Lakeside Drive.
The officer noticed that the passenger-side headlight was not working while patrolling in the area of 19th Street Northeast and Hutchinson Drive, police said.
When asked their destination, police said, Ybarra said that the men were taking him home to pick up some soup he left at his house.
The driver, Tommy Brumbley, allowed the deputy to search the car, police said. In the back seat he found a Pall Mall cigarette package inside which was a plastic bag containing suspected methamphetamine tucked between the cigarettes.
All three men denied ownership of the cigarette package and contents.
After additional investigation, Ybarra, 45, 163 Dick Traylor Road, was charged with possession of methamphetamine and open container in vehicle.
In July, Moultrie police arrested Ybarra after a search of a residence in the 500 block of First Street Southeast — practically next door to a church — where he was thought to be a resident at the time. Police were acting on tips that drugs were being used and sold there.
The operation netted three additional arrests on charges ranging from obstruction of a police officer to meth possession.
Ybarra was charged at the time with possession of a drug-related object and possession of a Schedule IV controlled substance.

• David Lee Casey, 24, 3291 Gitmo Circle, Valdosta, was charged Wednesday with failure to appear.
Moultrie Police
• Lavoski Ra-Keem Toomer, 17, 3480 U.S. Hwy. 310, Norman Park, was charged Wednesday with theft by receiving stolen property and possession of a pistol by person under 18.
Toomer is accused of stealing a pistol valued at $367 that was reported stolen in a burglary in the 1100 block of Fifth Street Southwest.
• Pedro Fernando Ramirez, 33, 2107 West Blvd., was charged Tuesday with battery and cruelty to children.
• Courtney Graham, 29, 1114 Sixth Ave. N.W., was charged Wednesday with giving false information to police and probation violation.
Police arrested Graham after an officer conducting an investigation stopped to talk with her because she matched a description of a “suspicious person” who had been involved in an incident at the U.S. Post Office facility on North Main Street.
Graham was “evasive” in stating her identity, police said, which she gave as “Kourtney Stewart” and also provided a date of birth. Since there was no outstanding warrants for Kourtney Stewart, police allowed Graham to go on her way. A short time later another officer identified Graham and a check revealed she was wanted on an outstanding probation violation warrant.
Police found her in the area of Third Avenue and Second Street Northwest and arrested her.
• John David Hester Jr., 45, 253 Hwy. 256, Norman Park, was charged Wednesday with driving under the influence (test refusal), open container in vehicle and failure to drive within single lane.
• Daryl Keith McDuffie, 49, 317 Sardis Church Road, was charged Wednesday with expired vehicle tag or decal and driving while license withdrawn.

Burglary
Sheriff’s Office
• Leroy Bostick, 800 block Tree Farm Road, reported Wednesday the theft of property valued at $300 from a shed.
Thefts
Sheriff’s Office
• Stephanie Wiggins, 100 block Tallokas Circle, reported Tuesday the theft of a checkbook.
Wiggins later learned that someone had cashed one of the checks for $485 on Saturday.
Battery
Moultrie Police
• Ann Taylor, 59, Hartsfield, reported Wednesday that a male relative hit and scratched her during an incident in the 1300 block of First Avenue Northeast.
Taylor told police that the man followed her into a house and told her that he was going to kill her son.
Taylor had two bandages on her hand, police said.
• Genesis Cody, 18, Moultrie, reported Wednesday that she was the victim of an assault in the 600 block of Washington Street.
