Meeting to explore housing grant

MOULTRIE, Ga. — A community group plans to hold its second meeting about a grant that promises to help some Moultrians fix up their homes.

It Takes a Village and the Villagers will sponsor the meeting at 6:15 p.m. Thursday, Oct. 19, at the Colquitt County Arts Center. The public is invited.

The first meeting in late July was well-attended locally, but the grant administrator, Brenda Wade of the Regional Commission, was not able to attend. She is scheduled to be the primary speaker at Thursday’s meeting.

Also presenting will be M. Pierce from Work Source Georgia, who will share information about job opportunities.

The $300,000 federal grant has been approved by the Department of Community Afffairs, but officials said in August that many hoops remain to jump through before the city actually receives the money.

Discussions of the Moultrie City Council and at the Villagers meeting in July indicated the money would be available for improvements at several houses, with a maximum of $50,000 per house. Funding would be available only to people earning less than about $8,000 a year who own their own homes; tenants and landlords won’t benefit from it.

In an interview in August, Wade said a list of 16 conditions have to be cleared before she can meet with Moultrie citizens who might apply for these funds. It is not clear whether those conditions have now been met or if Thursday’s meeting is just an information session.

Those conditions run the gamut from complying with the National Environmental Protection Act to assurance of fair housing practices.

The city must also assure that reasonable efforts are being made to encourage the use of minority and women-owned businesses in these projects, assurance of a language access plan, and having a person on staff that has a Lead-Based Paint Visual Assessment Certificate, just to name a few.

The grant will cover a two-year period that ends Aug. 1, 2019. It can be applied for again when half of the grant has been used up.
