Pepper spray ends dispute; 3 people arrested

MOULTRIE — This article has been corrected from its original form.

A Thursday dispute over a utility bill among two women and a man started with heated text messages and ended with two of them being pepper sprayed and all three in jail.

An officer responding at 6:15 p.m. to a report of an assault at Enmark, 915 First Ave. S.E., found Dennis James Palmore, 24, and Regina Matesa Williams, 40, washing their faces at a water spigot.

Latoya Ryles, 24, who was working inside a booth at the time of the incident, told police that Palmore “had words with her” and tried to reach inside the window to grab her and that Williams also reached inside the window. When Palmore reached inside a second time, she reported, she sprayed both him and Williams with the pepper spray.

Ryles and Williams both showed police text messages that reports described as “nasty” involving a dispute over payment of a utility bill for a residence in the 900 block of First Avenue Southeast.

Palmore is Williams' son, police said, and he and Ryles have a child together. Ryles told police she is four months pregnant and that Palmore is the father.

Surveillance video showed Williams approach the window at the business and get angry, waving her arms, police said. Palmore also approached the window and spoke with Ryles and reached inside the booth twice, police said; the second time he grabbed the keyboard of the register.

At that time, the reports said, Williams pushed Palmore away from the window and a short time later Ryles pulled out a can of pepper spray and sprayed Williams and Palmore before calling 911. Williams and Palmore went to the water spigot and stayed there until police arrived.

Palmore was charged with simple assault (family violence) and Ryles was charged with two counts of simple assault, police said, and Williams was charged with disorderly conduct.
