MOULTRIE — As a state housing grant ends for Moultrie, the Moultrie City Council was updated Tuesday on what it accomplished.
John Wheeler, administrator of the Community Home Investment Program (CHIP) Grant, said the city was given $300,000 during the 2004 fiscal year. Of that money, $90,000 was used to help residents make down payments and another $195,000 was used to help rehabilitate Moultrie houses.
The CHIP Grant program was being closed out, and Wheeler said the city had accomplished success with the grant. There were six housing down payments and 10 housing rehabilitations planned using the grant, and five down payments were made and six rehabilitations were done.
“Out of a plan of 16,” Wheeler said, “we did 11. We were glad to do what we were able to do for the city.”
Councilwoman Angela Castellow asked if there was any grant funds left over. Wheeler stated there was $90,523 left, but that money would have to be returned to the State of Georgia. Councilman Daniel Dunn asked if they money will be reused for CHIP funds, but Wheeler said they will go to the state to fund other projects at their discretion.
Other issues addressed by the council included:
• Introducing city intern John Fordham.
• Conducting a public hearing and approving an alcoholic beverage license application from Manjulaben D. Patel to sell beer for off premises consumption at Krishna Krupa Enterprises LLC, dba Quik Mart #24, located at 503 W. Central Ave. Patel did not show for the public hearing Nov. 17. Additional public hearing notices were advertised for a public hearing to be held on Tuesday.
• Conducting a public hearing and approving an application for an alcoholic beverage license from Alberta Richardson to sell beer for on-premises consumption at Illusions, located at 813 12th St. N.W. The location is the former American Legion building.
• Approving a first and second reading of an ordinance to amend the Soil Erosion and Sedimentation Control Ordinance.
• Approving contracts between the Georgia Department of Transportation and the city for two projects and authorize the mayor to sign them. The projects involve two tributary bridge culvert constructions at 13th Avenue Southwest and Sixth Street Southwest and the Ochlocknee River.
• Adopting the updated Natural Gas System Anti-Drug Program Policies and Procedures for the city. The updates include random substance abuse testing policy developed by the Regulatory Compliance Service of Municipal Gas Authority of Georgia.
• Approving a bill printing and delivery service quotation and provider change from Arista Information Systems to Municipal Code Corporation.
• Approving a proposed service fee schedule amendments for a loan request.
• Approving the purchase of an $18,000 2003 International dump truck with dump bed for the Utilities Water Distribution Department.
• Awarding bids for a 2010 curb and sidewalk repair to low bidder, JB3 Concrete & Masonry Company of Moultrie, for total low unit bid in the amount of $56 per unit for all unit items. The pre-bid estimate/budget is $15,000.
• Approving a resolution and sale of the Moultrie #2A Lowside to Municipal Electric Authority of Georgia and authorize the mayor to sign and execute any and all documentation necessary for the transaction.
• Approving a quit claim deed between the city and GBA Associates, LLC, regarding the intersection of Business Highway 319 and South Veterans Parkway.
• Approving a five-year capital improvements project for assistance at Spence Field.
