MOULTRIE — A Moultrie woman came before the Moultrie City Council to request a special use permit for the former American Legion building Tuesday. After discussion on the matter, the request was tabled for further investigation of legal matters.
Alberta Richardson made the special use permit request to use the building, located at 813 12th St. N.W., for uses other than as a nightclub. She told the council she would like to make the facility available for the public to rent out for social events, such as wedding receptions and reunions as well as its existing use as a nightclub. It would give residents a place to hold those events in Northwest Moultrie.
“We do not have anywhere like that over there,” Richardson said.
An issue of an alcohol license was brought up, and Richardson said she would apply for the license after the request was approved. She wants to have it where the building would be available to sell alcohol only at certain times.
City Attorney Mickey Waller told the council he had questions about restrictions for the building’s C1-R Restricted Neighborhood Business District zoning. Mayor Pro Tem Cecil Barber asked the request be tabled to allow Waller to further look into those questions, and the request was unanimously approved by the council.
Other issues decided by the council included:
• Holding a third and final reading and approving a request to rezone .026 acres at 419 First St. N.W., requested by Marshall Jenkins, from a C1-R Restricted Neighborhood Business District to a C-1 Commercial District.
• Holding a third and final reading and approving a request to rezone 0.6 acres at 519 Fourth St. S.W., requested by Darrell Moore, from an R1-A Single Family Residential District to an R-3 Multifamily Residential District.
• Holding a public hearing in connection with the award of a $500,000 Community Development Block Grant for construction of storm water infrastructure to correct flooding in the Northside Terrace neighborhood. The improvement will benefit 41 homes with 101 residents (85 of those residents are considered low- and moderate-income).
• Adopting the Policies and Procedures Statement for Acquisition of Real Property or Easement Associated With Federally Funded Projects. Federally funded CDBG projects require that local governments follow a specific set of federal acquisition standards for the acquisition and/or donation of property (easements and/or right of ways).
• Approving the appointment/reappointment of Jim Ward and Barbara Jelks to the Moultrie-Colquitt County Development Authority Board of Directors, whose terms will expire Dec. 31.
• Approving a loan request.
• Approving a State of Georgia Department of Community Affairs Communities of Opportunity Initiative Contract with Colquitt County Georgia and Agreement for Granting of State Funds.
• Announcing a GMA Fall Meeting on Thursday, Nov. 5, at Ice House America.
• Announcing a Library Board Meeting Thursday, Nov. 12, at 4 p.m. at the Moultrie-Colquitt County Library.
• Awarding a bid for Moultrie Police Department equipment through a JAG 2009 Grant Funding.
